However, despite the optimism from Tesla shareholders, skepticism surrounds Musk’s statement, and the likelihood of the service launching as promised remains in serious doubt.

Tesla’s Evolving Robotaxi Vision

Tesla has long made ambitious promises about achieving fully autonomous self-driving technology, but the company’s plans have evolved over time. Initially, Musk promised unsupervised self-driving in all consumer vehicles built since 2016, but as the technology proved more complex, Tesla shifted its goalposts. The latest iteration of Tesla’s vision involves a Robotaxi service operating in geo-fenced areas, still requiring in-car supervisors as of now. This service has so far only been available in South Austin, Texas, with plans to expand to the Bay Area in California.

Musk’s July 9 announcement about the Robotaxi service in California has raised eyebrows, especially after California’s Department of Motor Vehicles (DMV) confirmed that Tesla has not yet applied for the necessary permits to operate an autonomous ride-hailing service in the state. According to the DMV, Tesla has not applied for driverless testing or deployment permits, which are required for fully autonomous vehicles to be legally used in ride-hailing services.

Although Tesla received a ride-hailing permit earlier in the year, this only covers vehicles with human drivers and not fully autonomous ones. To bring its Robotaxi service to California, Tesla needs to secure additional permits—something Musk’s statement ignored, leading many to question his timeline. As of July 10, the DMV confirmed that Tesla had not even begun the application process for the necessary permits.

The Impact on Tesla’s Stock

Despite the regulatory concerns and growing skepticism, Musk’s announcement resulted in a surge in Tesla’s stock price, indicating that shareholders are still optimistic about the company’s potential to bring the Robotaxi service to market—albeit mostly based on Musk’s assurances. However, market sentiment took a hit after the news, with the odds of Tesla launching Robotaxi in California dropping to just 18.5% on Polymarket’s prediction market, down from over 30% in late June. This drop reflects the growing belief that Musk’s timeline is overly optimistic, particularly given the lack of progress in securing the necessary permits.

The Path Forward for Tesla’s Robotaxi

Tesla’s Robotaxi service faces multiple challenges, from regulatory approval to the technical hurdles of fully autonomous driving. Musk has emphasized the role of Tesla’s “internal fleet” and supervisors for now, which highlights the limitations of the current system. California’s complex regulatory landscape, including the requirement to disclose disengagement data (which Tesla has repeatedly avoided), adds another layer of complexity.
